Odisha government on Friday placed seven government doctors under suspension following recommendation of Central Bureau of Investigation (CBI).
The CBI had found that these doctors, despite being in government jobs, were hired by city-based Kalinga Institute of Medical Science (KIMS) to impersonate as KIMS staff before an inspection by Medical Council of India (MCI) team.
The CBI detected gross forgeries committed by KIMS to comply stringent MCI guidelines for offering MBBS programme.

The investigating agency recommended MCI to cancel recognition of the fourth batch of MBBS programme of KIMS as the latter was alleged to have forged documents to comply the norms.
The CBI has also filed a charge-sheet against four persons including Achyutananda Samant, secretary of KIIT University, on charges of hatching criminal conspiracy (120 B), cheating (420), forgery (468), using forged documents (471) and furnishing false information (177 of IPC). The KIMS is a sister organisation of KIIT University.
The other persons against whom CBI had filed charge-sheet include Bhagabati Charan Das, Principal of KIMS, Debasish Debata, Assistant Personnel officer, and Dillip Panda, Deputy Chief Executive of KIMS. These persons would face trial at the court of Special Judge (CBI), Bhubaneswar.
“The institution did not have adequate infrastructure required to offer MBBS programme in 2010. We had received a complaint about forgery being committed by the institution to comply MCI guideline. Subsequently, we carried out investigation,” the CBI official said.
At that time (2010), the institution did not have a dentist, auditorium and required rate of bed occupancy, the CBI official said adding that KIMS covered up the lacunae through forged documents.
To meet MCI guidelines, KIMS presented seven government doctors as their staff paying them Rs. 25,000 to Rs. 30,000 for the day's appearance, he said.
“These government doctors were working in public health institutions situated about 300 km distance away from the capital city.
KIMS in order to present them as their staff had prepared fake identity cards and residential proofs,” the CBI official said.
